Govt Employees Set for Salary Increase and Higher Leave Allowance

Government employees will soon enjoy higher pay and improved leave allowances after the Salaries and Remuneration Commission (SRC) approved a new salary review.

The changes will take effect from July 1, 2025, and apply to civil servants working in the national government.

The SRC approved the review during its 691st meeting held on December 19, 2025. This marks Phase One of the fourth remuneration and benefits review cycle, which will run from 2025 to 2029.

A formal letter confirming the new salary structure was received by the State Department for Public Service and Human Capital Development on December 22, 2025.

The government is expected to spend KSh2.07 billion to implement the changes in the 2025/2026 financial year.

According to SRC, both basic salaries and leave allowances for civil servants have been revised in line with economic conditions and government guidelines.

How Much Will Civil Servants Earn?

Under the new structure, senior officers in CSG4 will earn between Ksh185,690 and Ksh396,130, with an annual leave allowance of Ksh140,600.

Those in CSG5 will earn between Ksh155,930 and Ksh292,490, while CSG6 officers will take home between Ksh113,430 and Ksh185,690. Their leave allowances will range from Ksh12,000 to Ksh28,000, depending on grade.

Mid-level officers will also benefit:

  • CSG7: Ksh94,120 – Ksh142,590

  • CSG8: Ksh59,010 – Ksh103,440
    Leave allowances for these groups range between Ksh8,000 and Ksh35,000.

Lower grades will earn as follows:

  • CSG9: Ksh47,900 – Ksh67,750

  • CSG10: Ksh43,200 – Ksh59,010
    Both will receive leave allowances of up to Ksh10,000 per year.

Relief for Lower and Entry-Level Staff

Lower-level workers have also not been left out. Officers in:

  • CSG11: Ksh36,200 – Ksh47,900

  • CSG12: Ksh30,400 – Ksh38,880

  • CSG13: Ksh27,200 – Ksh34,950

  • CSG14: Ksh22,340 – Ksh28,240

Their leave allowances will range between Ksh4,000 and Ksh6,500.

Entry-level civil servants in CSG15 to CSG17 will earn between Ksh18,700 and Ksh26,250, with leave allowances of Ksh3,000 to Ksh6,500.

House and Commuter Allowances Explained

House allowance will continue to depend on where an officer works:

  • Cluster 1: Nairobi

  • Cluster 2: Towns such as Mombasa, Kisumu, Nakuru, Eldoret, Thika, Nyeri, Kisii, Malindi, and Kitale

  • Cluster 3: All other areas

Commuter allowances and salary market adjustments have also been included to match market rates and legal requirements.

Taskforce to Fix Salary Gaps

Earlier in October, Public Service CS Geoffrey Ruku announced the formation of a taskforce to address salary differences across government institutions.

The team includes officials from the SRC, Public Service Commission (PSC), and the State Department for Public Service.

CS Ruku said it is unfair for public officers with similar qualifications to earn different salaries simply because they work in different government agencies.

“Our Constitution demands fairness, equity, and public participation,” he said, adding that all public servants deserve equal and fair pay.
