Kenya Govt Exposes Category of Lazy Civil Servants, Warns of Salary Cuts

Public Service Cabinet Secretary Geoffrey Ruku has criticised senior civil servants in several government departments, accusing them of poor work discipline and low productivity. He warned that the government may soon take action on salaries and payroll to address the issue.

Speaking during an interview on TV47 on Tuesday, February 3, Ruku said the government has noticed a worrying trend where some senior officers delegate most of their responsibilities to junior staff while failing to report to work regularly or arriving late at their offices.

He explained that this behaviour has negatively affected service delivery, as some senior officials become complacent after being promoted to higher positions in government.

According to the CS, many public officers develop a sense of entitlement once they rise through the ranks, acting as if their offices belong to them personally rather than serving the public.

In contrast, Ruku praised interns, describing them as the hardest-working group of public servants. He noted that interns consistently report to work on time and carry out their duties with commitment, unlike some of their seniors,who are often absent.

The Cabinet Secretary said the findings were based on surprise visits to government offices in towns such as Mombasa, Kisumu, Embu, Nyeri, and other parts of the country, where he evaluated staff attendance and the quality of services offered to citizens.

He pointed out that departments like Immigration and Huduma Centres were performing well due to strict reporting systems and accountability measures. He also observed that officers working under the Teachers Service Commission (TSC) generally complied with work requirements and served the public effectively.

Ruku warned that absenteeism and laxity among senior officers would no longer be tolerated, adding that those who fail to meet performance standards would face disciplinary measures.

He further revealed that the government is reviewing the payroll system to ensure that only active and productive employees receive salaries. The move is expected to enhance efficiency in the public service and improve service delivery to Kenyans.

Ruku concluded by saying that the reforms are aimed at promoting accountability and ensuring that public resources are used effectively for the benefit of citizens.
