Ruto's Party Explains Why Some Roads Have Been Underdeveloped for Decades

The United Democratic Alliance (UDA) has explained why some parts of Kenya, including Homa Bay, have struggled with poor road infrastructure for decades.

UDA Director of Communication Nathaniel Mong’are attributed the situation to historical government policies that he said led to unequal development across different regions.

Mong’are said the problem can be traced back to 1965, when the government adopted Sessional Paper No. 10. He argued that the policy encouraged government investment in areas considered more productive while other regions received less development.

According to him, this contributed to long-term differences in infrastructure, including the distribution of tarmac roads.

“There are regions in this country that were left behind because of a policy decision,” Mong’are said, arguing that the current government is trying to address what it considers historical inequalities.

UDA also claimed that Kenya had about 22,000 kilometres of tarmac roads when President William Ruto took office in 2022, with a large share concentrated in one region.

The explanation comes after concerns over the condition of roads in Homa Bay County, where residents and leaders have continued to raise questions about poor road infrastructure.

Homa Bay Governor Gladys Wanga has previously linked the region’s development challenges to years of political and economic marginalisation.

Speaking during a rally in Homa Bay, Wanga said residents had supported national struggles for reforms, including the push for a new Constitution, devolution and human rights, but felt that the region had not received enough development in return.

The debate over Homa Bay’s roads comes as political leaders continue to argue over how government development projects should be distributed across the country.
