NTSA Introduces Instant Traffic Fines System for Kenyan Motorists

Motorists in Kenya will now start receiving instant traffic offence notifications through SMS after the National Transport and Safety Authority (NTSA) rolled out a new automated traffic fines system.

The authority confirmed that the Instant Fines Traffic Management System is now operational and will automatically detect and issue fines for traffic violations without the need for manual enforcement by officers.

According to NTSA, the new system is expected to improve transparency, efficiency, and accountability in enforcing traffic laws on Kenyan roads.

Once a traffic offence is recorded, the vehicle owner will receive a text message containing details such as the type of offence, location, time of the violation, and the fine to be paid.

The system is part of the government’s wider Usalama Barabarani road safety campaign, which aims to reduce road accidents across the country.

How the NTSA Instant Traffic Fines System Works

1. Smart Cameras Detect Traffic Violations

The system uses advanced traffic cameras installed along major highways to monitor motorists in real time. Some of the roads where the cameras are already operational include:

  • Thika Superhighway

  • Mombasa Road

  • Southern Bypass

Both fixed and mobile cameras are used to identify different types of traffic violations, including:

  • Overspeeding

  • Driving outside designated lanes

  • Driving on pavements

  • Illegal public service vehicle (PSV) boarding

  • Using a mobile phone while driving

  • Failure to wear a seatbelt

2. AI Verification of the Offence

After a violation is detected, the system uses Artificial Intelligence and Automatic Number Plate Recognition (ANPR) technology to verify the vehicle’s number plate.

The information is then checked against NTSA’s database, including the driver’s e-driving licence records, to confirm the details of the vehicle owner before issuing a fine.

3. Instant SMS Notification

Once verification is complete, the registered vehicle owner will immediately receive an SMS alert containing full information about the offence and the amount that needs to be paid.

4. Payment of Fines

Motorists are required to pay the fine within seven days. Payments can be made through:

  • KCB Group bank branches

  • M-Pesa mobile money

  • USSD payment codes

NTSA stated that traffic fines under the system will range between Sh500 and Sh10,000, depending on the offence committed.

Drivers who fail to settle the fines within the required time will see the penalties increase due to accumulated interest.

Consequences of Not Paying the Fine

NTSA warned that motorists who ignore the notifications will face restrictions when trying to access NTSA services.

Drivers with unpaid fines may be blocked from using NTSA online platforms, including services such as:

  • Vehicle inspection

  • Logbook transfer

  • Ownership changes

The system will also work together with the Smart Driving Licence programme, meaning repeat offenders could face additional penalties such as:

  • Deduction of demerit points

  • Suspension of driving licences

  • Mandatory driver retraining

Aim of the New System

NTSA says the automated traffic fines system is part of its efforts to modernise traffic enforcement in Kenya by reducing human error and improving efficiency.

The authority believes the technology will help improve road discipline, increase compliance with traffic rules, and ultimately reduce the number of road accidents in the country.

Motorists have been advised to strictly follow traffic regulations and respond quickly to any notification sent by the system to avoid penalties.
