Parliament Receives Proposal to Give Unemployed Youth Ksh7,000 Every Month

A new proposal has been presented to Parliament seeking to support millions of unemployed young Kenyans through a KSh300 billion programme.
The proposal was submitted by the Youth and Young Aspirants League of the United Green Movement Party (UGM). The group wants the government to set aside the money in the 2026/27 financial year to create jobs and support unemployed youth.
Under the proposal, two million jobless young people would receive Ksh7,000 every month for one year while taking part in public work programmes. A total of Ksh168 billion would be used for this plan.
The proposal also wants the government to provide business grants to skilled but unemployed youth. About 400,000 young people would each receive a one-time grant of Ksh150,000 to help them start businesses. The programme would cost Ksh60 billion.
Another Ksh36 billion would be used to provide vocational and skills training for 600,000 young people across the country. The remaining funds would be used to manage and run the programme.
The youth group said the proposal was presented on the second anniversary of the 2024 Gen Z protests to remind the government about the need to address unemployment among young people.
According to the petitioners, most of the issues raised during the protests, especially the lack of jobs, have not been fully addressed.
The group also wants the government to create a national register for unemployed graduates, diploma holders and certificate holders to make it easier to plan employment programmes.
The petition states that people aged between 18 and 35 make up the majority of unemployed Kenyans and that creating more opportunities for them could improve the country’s economy.
The proposal now awaits consideration by Parliament as the government begins implementing the Ksh4.8 trillion budget for the 2026/27 financial year.
